People’s Assembly discusses new draft customs law

The People’s Assembly discussed in its session on Wednesday the new draft customs law.

Minister of Finance Ma’moun Hamdan said the new draft law has unified the numerous legislations that existed before it in order to keep up to date with the developing economic life in the coming stage and find solutions to the issues in the previous decrees.

He stressed that the main pillars in the new law are “the general national interest, justice, transparency and clarity.”

The new bill determines the work mechanism of the General Commission of Customs and its workers’ rights and duties and regulates the work of the customs police, terrorism combating directorate and the elements related to goods transport, duty free zones, in addition to other regulations related to trials, customs violations, fines and smuggle crime penalties.

Article 3 of the new bill provided for establishing a general commission called “the General Commission of Syrian Customs” that enjoys financial and administrative independence.

The Commission will be in charge of setting up the general policy of the customs affairs in the state and coordinating with the concerned parties to the effect of protecting the national economy and fortifying it against illegal trade practices.

A customs training institute will also be established and affiliated to the Commission.
